It's almost like the medical and legal definition of death is for the person's heart to stop beating and this law takes that pre-existing definition into account.

But that's not the medical or legal definition of death. People get resuscitated every day after heart stoppages without triggering probate. Medically, death is the permanent cessation of all biological functions.
