One reason I'd rate the episode higher is that it's so enjoyable, despite the in-universe inconsistency. The concept is played out so well that even after multiple viewings, you don't care that much about the shuttles. It doesn't take you out of the story.

What does the episode title mean? There's no ensign with a significant role. Data is technically in "command" of a one android mission and probably learns something that would be useful to future command situations, but that's not really mentioned in-story.

When you think about it, this is the longest running ongoing story in Trek history. It spans TNG and DS9 and doesn't come to a complete end until Martok becomes Chancellor.
