In this specific case ... well, they have a Picard from a few hours in the future, and that dude isn't even lucid. Suggesting Picard's mental state may rapidly deteriorate very soon seems warranted.

Once they got the cure, I assumed that's how it was gonna go: offer the cure to the Founders in exchange for surrendering themselves and ordering the Jem Hadar and Vorta to cease all hostilities.

I think what happened was, the longer they kept the SGC a secret, the harder it became to go public. If they'd told the world the truth in Season 1, things would probably have gone fine for them. But after a few more years and a few more covered up alien invasions, they're in the unenviable position...
