I think they were promising "no mandates" even as late as last summer. In August, it was announced that continued employment in the federal civil service would be conditioned on being vaccinated. I'd recommend Gist, but AFAIK there's no BBCode support. If you're set on requiring BBCode I'm afraid you're going to find your options limited. Markdown is generally lighter-weight and simpler, but since it sounds like you're pasting pre-existing text that's not really useful. So noob problem here...
