I have seasons 1&2 on BluRay (upgraded from DVD), and a couple of years back, I sat and re-watched them all. Can certainly tell where the big change happens.

One of those shows where the fan theories are much better than what we got.

I personally hold that they improved as they progressed, but Liam Neeson was undoubtedly the best performance in Phantom Menace. Which is saying something given how good Ewan McGregor was.

But that's just my opinion.
