No nation has enough money to pay everyone to stay at home, because money is a tool for measuring the relative value to society of the goods and services produced. If everyone is at home then there are no goods and services produced and how much one is paid by the government is meaningless. If there is nothing to purchase, money is worthless. If there is nothing being produced, then people die. The economy is the actions humans undertake to keep everyone alive and hopefully a bit better than that.
