They want to care for people they don't like and don't want around them and get off taking care of them. God forbid, though, those people might be able to stand on their two feet, can't have that or else we have no one to care for.

In the latter sense they are like oedipal mothers who sabotage their children's independence by spoiling them so they never leave home precisely because they always want a child around to take care of.

The slums right next to gated communities in SoCal are a good example. Have to champion those poor people's cause in politics for the feels, just so long as they stick to their shitholes, keep voting Dem and don't get into our neighbours unless we want to pay gardeners and maids on the cheap.
