One would think this would violate the First Amendment in some way. And besides, it's the kind of thing one would expect from fascists and communists, not a democratic republic.

Not really. It's the government telling on of its agencies to not use certain words. That's not a violation of the First Amendment. Same as if some FBI agent kept writing 'Fuck" into his/her official reports constantly and someone had to rein them in. Only in this case it's fucking stupid. But still perfectly legal.
