If you mean Jeri Taylor than he does tend to rip on her in Voyager episodes. Especially those early Jane way holodeck ones.
And most of the criticism is pretty valid. She is one of the main contributing factors to Janeway coming off as bipolar. A mother to her men one week and a lunatic willing to sacrifice her people at the drop of a hat for her principles the next. And the Gothic holonovel really was a terrible decision. Science fiction fans come to a science fiction show for science fiction - I do not think that is an unreasonable expectation. Instead we got a LOT of that particular subplot - far more than most people may remember. It wasn't some one and done thing which may have been more tolerable. The give her some credit however the French pool hall was equally terrible and that wasn't her.

RIP. I hold her no ill-will. I am merely looking back at her work with a critical eye.
The Duchess hologram thing was a straight up soap drama thing that just didn't fit in the show. Rewatches, I will skip that part or leave the room. Only the Da Vinci one worked IMO as far prolonged hologram scenes and that is only because John Rys-Davies did a great job.
