That's a pretty grim admission, which realistically should not be uttered out loud in a press release. It's really wrong and unprofessional.
Cops and anyone don't "shoot to kill". You shoot to "stop the threat", which can end in death but admitting that it's financially better to let them die is really morbid

I guess the training I got in the AF was that you shot center of mass to increase the chance you'd hit something and because it was more likely you'd take them down, whether it ended up killing them or not.

I was also taught to shoot center and until the threat is down. For me, head shots are for special occasions
