The nominal tariff rate is, at best, the long-run expectation for cost increases. In the short term, consumers will also have the bear the cost of shifting supply chains and renegotiated contracts. Given that these metals are base goods that are later resold with value added, finished products will have higher prices still. Finally, prices are sticky, and even if the tariff is later removed, cans of soup are quite unlikely to get cheaper.
