I dunno. We have the exact same thing here in Texas.
I mean, the legislative staff of a huge state like Texas or California is...significant. It's pretty easy to justify putting in a small DMV office in the Capital.

The one here in Texas serves anyone that goes to it...it's just that it isn't ever advertised to anyone except legislative staff. I believe it said they did not have data on wait times because that system is not installed at their site. Meaning it does not have everything in all the DMV's.
