This isn't particularly surprising. The entire european eastern block has had the chance to interact with vietnamese people thanks to exchange-programs under communist-russian rule. Quite a number of the workers which Vietnam "loaned" to the communist bloc took the chance and decided to stay in their country of work, especially when the bloc collapsed on itself. Their social status is very similar to the US's korean shop owner.

They must be being held hostage or something. Not returning to a socialist paradise in favor of remaining in a land that rejected Marxism, well, that's just crazy talk. The U.N. needs to look into this.
