As I stated in my opening post, the panic-buyers are one thing, at least they paid for their toilet paper fair and square. It's more the the people straight up stealing it that have me scratching my head. To risk going to jail and/or getting shot over TP? If that's not a sign of faulty wiring in the cortex, then I don't know what is.

If I recall, the "real" reason why people were panic buying toilet paper was because of fears that Covid-19 caused diarrhea and there would be a run on toilet paper soon. In other words:
"I know what you’re thinking now. You’re thinking 'Oh my god, that’s treating other people with respect gone mad!'"

But, let's assume they can... people sometimes just like to steal. I don't get it myself, but there it is. I'm guessing it has to do with the endorphins released from the act.
