Why do the requirements sound odd?

I read this on three other sites and they are almost verbatim to the AP article. So $250 million on hand. And a plan to invest $1 billion with a 'B' over ten years. It comes off as oddly phrased. The land usage also does not come off well. 78 square miles unused and not under another city's jurisdiction. Does this mean selling conservation lands?

Actually a city is typically organized more by population centers whereas counties are proportioned geographically. This is significant I think because, while county jurisdictions retain a hardline of provisional control over (collectively) all the land, recognized by the state. Interesting though that municipalities like cities will become more significant as a public presence than the county government for all intents and purposes, depending on how much control is retained by the county.

Anyways, naturally a county will be more expected to encompass unused land. I imagine the county's incentive to participate this, aside from them being the subsequent government authority, is is that this is going to get rid of a lot of red tape for business and result in more state revenue by volume of business (credited to expediency) and bolster state funds. (edit: filtered out to the counties of course).
