I think they could set a goal for reunification that's decades off and work toward it.
Say, "Reunification in 20-30 years."
Then work to rebuild North Korea's economy. Mind you, I'm noting Kim might be planning on becoming a Putin of the country with rigged elections and control over the economy rather than a North Korean version of himself.
Certainly, "actual food on the table" is a benefit for him.

The general thing has always been MAD.
North Korea can kill thousands, if not millions of people, but would be ended in any counter attack.
