Most rail use is freight, and that is private. Amtrak is a passenger service mandated by the government that largely has to use private track to get anywhere. Freight is basically everything, from aardvark toys to zithers - food, construction materials, livestock, coal, manufactured or raw materials and stages in between. And if traffic is down, less is being made and consumed (is the idea).
