Sure, as long as it's any photo ID, and IDs are made free to every citizen - no charge for giving people driver and non-driver licenses, no charge for photo IDs. Seriously, poor access to Photo ID is whole big issue in and of itself. If you ask me, we need to grit our teeth and set up a proper Federal ID system and stop relying on SSI numbers. I like the idea of Federal ID! Afterwards we can install video cameras in our home too, so the NSA really doesn't have to do any work to violate our civil liberties. Good freaking grief. I'm not saying they put a chip in your hand or have your DNA on file from birth. We pretty much use SSI as a Fed. ID anyway (something it was NOT desighned for: https://youtu.be/Erp8IAUouus), so we may as well just give up the pretense. Maybe a free ID solution isn't a big of a problem. Everyone gets a photo ID from the DMV since they are set up that way. Make it issued at 18. Maybe even set it up at high schools. First ID expires at 21. So you get a new one when you can smoke cigarettes and booze. Then 5 years after that.
But if we do that then military issued IDs should be used to allow 18 year Olds to buy smokes and booze but that is just me.
