This sounds like a fundamental misunderstanding of what the hierarchy was supposed to illustrate - which was the general priority needs are motivated rather than actually being necessary. you might be motivated to have sex but you don't actually need it.

Well, Maslow would probably shrug and say it probably would help with rehabilitation, as someone focused on lower tiers would not be invested in reconnecting emotionally with society or bettering themselves as individuals. Not prison, where you dump people completely incompatible with society at large. Unless it's that spicy American brand prison where they just lump the two together and are surprised when it doesn't spontaneously generate the one from the other.

You don't have aright to have sex with another person, they have to agree to have sex with you. You can argue that prisoners have a right to masterbate, you don't infringe upon anyone else that way and meet your need for sexual release.
