I can't answer to the former. As far as the latter goes... I can't say that being a Californian makes me an expert on my state, but, in my experience, you're right. There is a lot of NIMBY going on and has been for decades. I doubt it. At least its overall influence within the pool. People distancing themselves from the sin would be more localized to the area, otherwise they wouldn't obstruct a homeless shelter just in favor of letting them sleep in random places.
