Grip strength takes a lot of localized muscle development at the forearm while also critically measuring overall strength inclusive of posterior coordination.
The overall strength is something that women can develop conventionally, it's the basis for crossfit.

Taken a step further, there is no single standard of biologically female that encompasses all women. If we're going to say testosterone levels are the issue, then everyone should get blood tests to see how high their testosterone is. If we're going to say it's height, then sort the leagues by how tall you are. If it's muscle mass, do a heavy weight, middle weight, and lightweight level.

You can assert things by asking questions. A lot of questions make assertions by framing what is up for debate versus what is taken for granted.
