Human beings may go to the Moon again, but I doubt there will be a lasting presence, and probably not Americans. I could see China doing it as a publicity stunt.

Yeah, I can see a ''Space 1999'' style moonbase being built in the next fifty years that is basically a launch pad for all of our other ships. But space cities? Very unlikely.

Surface or orbit really. In either case, it would take awhile to establish. How long did it take to build the ISS?
Since conception or since construction? The idea of the ISS dates back to "Space Station Freedom" from way back in the 80s, began construction in '99, and has only been occupied since 2001. Lunar Gateway is due to be launched in 2024, and due to see it's first human inhabitants by 2025. It also won't be continuously inhabited in the foreseeable.

Let's say since the what I guess would be the first final design to the end of the construction of the station. I am aware that most likely during the construction of the components of the station that many, many, many things changed.
Keep in mind, that the ISS is literally a thousand times closer than the Moon.

Basically, as far as I can tell, since the US and Canada are working to create what is supposed to be mankind's first lunar base, they want Canadian and American law to apply there just as it would on Earth.
And people think the demilitarialization of space will last.
It only does because it's unfeasible. Once it becomes it will be disposed with. Same with if we can colonize Antarctica. Suddenly all those national claims will become dead serious.

Antartica would need something for anyone to really care about. Oil most likely. Maybe even minerals for battery construction.
