Yeah, well, you can aim guns. Heck, mustard gas can be aimed effectively on a non-windy day. Bioweapons have a tough time being aimed to begin with. You can aim bioweapons as well, by delivering containers of it into the enemy.

It is true that a bioweapon's full set of casualties cannot be precisely determined. However, you might not expect a lot of people travelling between your cities and enemy cities during a war.
More importantly, nations did develop bioweapons. Wisely or not, legally or not. And sometimes germs have gotten loose.

Supposedly, recovered cases are out pacing new cases in China, which is a sign that the virus has ran its course over there at least.

Yeah I read that 80% of businesses are back up and running. Which is measures more critical than I'm familiar with here, but that's sheerly a pretty high rate for progress consideration.
