Pence is the man he's put in charge of managing the pandemic. That management includes medical supply distribution. If he's telling the guy not to even call the governers, it follows that he is not going to contact them to ask how much they need and then not give them what they need.

It's not that no amount of evidence is insufficient, it's just that you haven't supplied sufficient evidence. On the other hand, I have evidence that Michigan just got a lot of supplies from the federal government.

There probably aren't enough supplies ready to go around for an outbreak of this scale (the stockpile is enough for multiple emergencies, but not something like this), and distribution should be made by people knowledgeable with how the outbreaks are progressing. California has the biggest population but actually seems to be managing its outbreak decently well (to my surprise, I admit). New York is a mess and a half and can use all the supplies it can get. Florida is pretty famous for having a lot of elderly people.
Somewhere, people are probably making models of how bad it will get in each of these states (https://www.sacbee.com/news/databases/article241694046.html for an example) and trying to get supplies to states accordingly.
I imagine that the governors would delegate as well. How many ventilators are needed? How far can the masks be stretched? What hospitals are nearing capacity? If I were a governor I'd have people tracking that, and they would know what kind of supplies were needed. Governors are good at shaking hands and kissing babies (figuratively speaking), not epidemiology or logistics.
