I didn't miss either one. Whether they had an agreement earlier is logically irrelevant. The sheer numbers are influenced I believe by population parameters, and generally it is true that prudent executive orders turned out to be quite crucial in this unprecedented event. Trump punctually is swimming in his administration's decisions with no apparent understanding of anything it handles publicly as indicated by his ever contradicting addresses. Also a bunch of people have compounding accounts of him throwing the football away from his entire team towards his own goal, but now accountability by fellow government or media is for the birds and social media is the last word on things for a great while as they develop, so I wait to see.
