That's wrong. A large majority (93%) of the electricity capacity in Puerto Rico is supplied by Fossil Fuels. Their infrastructure wasn't ideal, but yeah, up until the Once-in-a-Hundred-Year type hurricane decimated their power systems they had an at-least adequate power grid.
