So, Puerto Rico still doesn't have reliable power, the hurricane death tole was 4 digits rather than two digits, and another hurricane season is coming.

What does that have to with Puerto Rico? over 4000 people have died thanks to the Trump administration doing fuck all to help, because of their negligence and incompetence. Also how does that post correspond with what Chuck believes this place can be?
This can be a place where people who disagree fundamentally can still discuss things without resorting to tribalism, bile, and hatred, but instead engage in rational discourse even on the most contentious of topics.

More like if Puerto Rico didn't depend on fragile solar panels for 40% of it's electricity.

I'm showing that this is political. It has nothing to do with empathizing with the victims of hurricanes, but instead, shitting on Trump and his supporters.

That's wrong. A large majority (93%) of the electricity capacity in Puerto Rico is supplied by Fossil Fuels. The balance is supplied by wind, solar, and hydroelectric sources.

Their infrastructure wasn't ideal, but yeah, up until the Once-in-a-Hundred-Year type hurricane decimated their power systems they had an at-least adequate power grid. The toughest part has been trying to restore power in isolated rural areas.
