Heating everywhere seems to be failing, the cold is getting so severe, reaching record-breaking historic-level highs, that it just can't compensate. Our heat, which worked fine last year in -20 F, didn't work this year in -30 F. Brrrrr.

Hell, how about raiding the local Home Depot and buying like all the generators? Why don't they have some already?

My guess would be budget setbacks after Trump's massive tax cuts to the rich and two years of nearly unobstructed Republican rule.

This is local government, not federal? Although not having the budget for it and the guys in charge not being willing to deal with the hassle of touching budget to deal with it does work as an answer.
