The apparent irony is that, while the war on drugs has been said to be racially charged, the directive to legalize it hasn't resulted in contributing to the people the war targeted. The article though is about a black woman, to which I'd only guess that black males were predominantly targeted instead of women. So the intersectional angle there seems to be a bit beyond institutional racism surrounding recreational marijuana.
