This has been suspected for a long time but is now confirmed: the age of consent for sex-change surgery is too low and the help that vulnerable children receive when first coming forward with gender dysphoria is too low.
One interesting sentence of note here is that the people who are most likely to be seeking to reverse their ops are autistic. This implies to me that they were not transgendered at all, it was merely something that a group of people known for their fantasies and single-mindedness latched onto and were encouraged too readily by a society that is now slightly afraid to tell someone who claims to be transgendered that they actually are not.
And linked to this I feel is something that Chuck mentioned in his Star Trek Insurrection review about the fact that often depressed people decide that their problems are overwhelmingly one of location rather than the ten other things wrong with their lives... so they move state only to discover that they STILL have ten things wrong with their lives - only now they are in a strange place with no friends and family nearby.
I feel this is the same thing. Young people who are lonely, depressed, miserable, friendless, already vulnerable... who start to think that maybe if they were born differently then life would have been different. Maybe if they were the other sex (who seem to be having all the fun and attention that they aren't) then life would turn out better. And often, it doesn't, because not only do they not lose all of those previous problems, but now they have a whole load of new ones such as having to cope with bigotry and surgery costs.
