Because they know that despite all that has happened there are still a bunch of pro-Trump voters and if they vote to convict them they will be forced out of office during the round of primaries. At this point it seems like all Trump has to do to get the party nomination in '24 is say he is running because the republican voters would turn on them if they didn't nominate him.
Makes me sick just to think about it...
