The program, which was to begin in May 2023, will now not go into effect until May 7, 2025.
It sets requirements on the ID that are accepted to enter a some federal facilities, nuclear power plants and federally regulated planes. If your state doesn't meet requirements, then you need to get some other ID to enter those places. Sounds like a "War on Terror"-era, performative, fig leaf. Good thing I prefer to not fly.
