Bill Clinton didn't claim it as a business expense and deny what the business expense was. This would also count as a felony based on the theory that this counts as an illegal campaign contribution, as the payoff happened in the final stretch of the campaign. It's more than just that. He would intentionally not pay workers and let it go to court and keep that going until the people suing him gives up or takes a far smaller deal. He has done that many times before.
