I thought the main reason they have age limits is because it gets too hot. Kids left unsupervised get heat stroke if people aren’t careful with windows and such.

Mainly child exploitation. Using them as small humans to get to the small areas that adults can't and also be paid less than a n adult. Too many children were being killed.

Kids were basically being used to help pay for the household too because Daddy and even Mommy were not getting paid enough. Back when electricity was more optional than required, same with cars, no monthly bills like cable, internet, or phone. Nor insurance for anything really. Sure, they had to basically buy their groceries on a daily basis since they didn't have a fridge.

But somehow they were not paid enough to one or two adult incomes to survive and thrive.
