It’s consistent with other trek except for the nuance of the issues. Ds9 is an allegory for the events leading up to wwi while tng was more contemporary thus more standardized in tv depictions at the time. Tng is based more around the falling of the Soviet Union.
Tng at the time was in it’s horror phase too, probably just to weigh itself against ds9
