Be honest, you don't remember anything about Terry's kid brother from Batman Beyond do you? I'll bet that some of you don't even remember that Terry had a little brother and if you did you can't remember one line he had or what color his shirt was.
On the flip side, I'm willing to bet that most of you know who Carrie Kelly is. She's the Robin from The Dark Knight Returns, the third character to take up the mantel of Robin before Tim Drake was even a concept and the first female Robin decades before Steph took on the mantle.
So, why not get rid of whatshisname and replace him with Carrie. Make her Terry's kid sister who becomes Robin the same way she did in TDKR, she teams up with Batman more or less the same way by saving him (not knowing it's her brother) and impresses Bruce enough that he convinces Terry to have her stay as Robin permanently. The reason being is that Bruce knows the value of having someone you can trust watching your back and he's met Carrie enough times via Terry's personal life to know she will continue to be Robin so at least this way Terry can keep her safe, or at least safer then she was.
I think their personalities would also play off one another rather well, with Terry being overall the more serious of the two while Carrie is the more lighthearted so they balance each other out. The Batman and Robin of Tomorrow, brother and sister fighting crime in a city on the edge of oblivion with the old guard guiding them. Seriously why has no one else thought of this?
