Ok so this is actually interesting if you look at the timeline: the TNG episode that established the problem that women couldn't rule without a proxy was Redemption part 1 which came out in June 1991. Undiscovered Country was released in December 1991, so the development obviously overlaps. Apparently someone wasn't talking to each other.

Given that in Fade In, Piller mentioned that the Dominion War was supposed to be winding down when Insurrection was set, it certainly fits.
