Oh yeah, love potions are a thing so let's stick them in there too' also 'I can't have them used on women cause obviously that's super eww so let's just have it be only the other way around. That's probably fine'.
I assume she also went, "It's a children's book, what sort of sick assholes will assume the children using this are raping each other."

And the answer is, "Your fans!"
Yeah but... isn't that Voldemort's whole villain origin story? That his mum raped his dad under the influence of a love potion thus creating a man unable to feel love himself?

Rowling introduces rape by love potion.

And when you have a hormonal teenage fangirl outright try and spike Harry's food with a love potion... what else are we meant to infer what she is planning? Anyone over the age of thirteen was NOT thinking "she is going to take Harry out for a nice candlelit supper."

Just hanging out with your mind-controlled boyfriend holding hands!

The target audience probably didn't until way later. Like I'm pretty sure Tom Riddle the rape-baby was only thought up after the fandom went, "yeah, these love potions are pretty screwed up".

Yeah I'd bet good money on that too. That smells strongly of I''ve got feedback on this, and so I'm going to address it in setting so everyone knows that I'm aware of the implications'.

Reminds of when Butcher inserted a scene into the Dresden Files to explain that he totally doesn't have a problem with gay men, while also getting in some more jibes in against gay men.
