'Cause I'm watching it and it doesn't look like he didn't do the nerve pinch.

I think he does he just doesn't do it very well. Like he is doing it but the person he's nerve pinching isn't just passing out he's taking a while to get knocked out.

It's simple. As a vulcan, Tuvok's mirror universe self (the other mirror universe) is more resistance to a humans attempt at it.
