Should Ron Jones have come back for STD?
I say yes, hands down.

I like his TNG work, but he's has had a contentious relationship with Trek since he was let go from TNG. There might be too many burnt bridges to cross there. He's working on Family Guy currently, so, if we're lucky, maybe he'll do something for Orville?

He did a lot of the score for Starfleet Academy back in 1996, so it would seem he's open to do work outside the TNG management. Only two pieces stand out to me: the dull intro theme that teases the TOS theme just enough to play at nostalgia, and the obnoxious fraternity party music in "Magic to Make the Sanest Man Go Mad". He's by far the most consistent composer for Star Trek in terms on quality. I also think he could make a Discovery theme tune which is more consistent with the sound and quality of the rest of the franchise. He could probably even make it sound like a successor to the current tune (just much better).

Don't get me wrong, early TNG had good music and obviously Ron Jones deserves a lion's share of the credit for that. But to me, the genericness of the music in modern tv Trek isn't about Ron Jones. When compared to other quality sci-fi shows, the Trek shows having generic soundtracks are an exception to the rule. To cite a few examples, shows like The X-Files, Babylon 5, and Battlestar Galactica (which has some of my favorite film or tv tracks ever) are full of great, drama-enhancing music and sound. A franchise like Stargate did a little worse by repeating and recycling a lot of the same themes and motifs, but the music still was memorable and did an effective job.
Ron Jones is good, but so are a lot of other composers. Heck, video games regularly get good stuff these days (the Mass Effect trilogy being one of the obvious examples for sci-fi fans). Modern Star Trek simply hasn't made it any kind of priority to enhance/supplement their drama with strong compositions. I don't fault the composers they have had- it's the philosophy that's the problem.

Slightly off-topic, but the fan project Stage 9 has been doing an excellent job producing TNG-reminiscent music (composed by Patrick Phillips) that really nails the sound and feel of the early show IMO, without directly using any (obviously under copyright) official music. It's great to wander the NCC-1701-D in the latest version and have some of the incidental music kick in that makes you feel like you're in a real episode.
