There are so many technologically advanced planets in the galaxy, you don't take all the trouble of traveling all the way to Earth and fighting your way through its defenses, ignoring all the other assimilatable planets you must have passed along the way, unless you see assimilating this particular plan as more important than the rest.

ya, the writers should have had a few extra beers and thought that through.

A very simple retcon would be that the Borg are like bees. Each colony does its own thing. Which would hand-waive the different Borg queens.

And the Borg have implanted in their firmware "Borg must not kill other Borg directive." (which would be revealed/exploited in VOY)

@Fianna I do believe First Contact implied that, though. We see a few Cardassians among the assimilated drones, IIRC.
