He did have reasons, at least with regard to the shift change. That was an act that, at the time scale it was requested, was going to cause distress and reduced function. It's Riker's job to look out for that kind of thing, and Jellico had no reason for it other than "I prefer it that way". At that point, Riker is going to suspect and distrust orders from this Captain.
