Chuck has talked at length on how the crew of Voyager never seemed to suffer major sequences from being on the other side of the galaxy from Starfleet and its infrastructure. They could get thoroughly trashed and the ship would be in perfect working order the next episode. Even when they wanted to dedicate an entire season to the ship and crew actually suffer real consequences to being alone, it was
Well, what if Voyager was a living ship? Somehow, the Federation had gotten enough data on Tin Man to recreate its techno-organic design. So, it would be able to heal itself if given the time and energy. You could even have episodes where Voyager has to hide away for a time to give it a chance to heal.
They had gone halfway on this with the bioneural gel packs. Just go all the way and say the ship is alive and can heal itself and that's how it's repaired without access to a shipyard.
Of course, the people running the show were never going to do something that radical.
