Taking Arrival out of it for a second, I think if you actually swapped ME1 & 2 around, the overall story joins much better, makes more sense and builds up the level of threat more.

I disagree because there's no reason for Shepard to be a famous galaxy-loved superhero in the game and a lot of the emotional "push" of ME2 that you are not trusted by your closest allies loses its strength.

Mind you, a lot of fans said, "I'd never ally with Cerberus!"

Except, the game is pretty clear it's, "Okay, now millions of innocent people will die. Do you feel better?"
