If I had to guess; I would say Disney saw the success of Thor: Ragnarok and wanted him to make a SW film hoping the name recognition would sell tickets, but then they realized that he and Disney had different ideas what kind of film it would be and so enthusiasm is starting to cool on both sides. Waititi doesn't want to put his name to a movie that follows the same tired old formula, but studio doesn't want to give him a blank-check while crossing their fingers.Is it possible an idea was settled on two years ago but has since been reworked for some reason?

The way I see this as described so far is basically how Chuck described the classes that aren't the Jedi Knight in his recent Old Republic video. It's A Story set in the world, but it's not The Story. Some silly bullshit that doesn't really effect the main storyline so you can ignore it if you want is something more big IPs should do.

But the problem was that Thor and the second movie were not exactly that good.
Perhaps they could have dialed back the comedy part of it. Thor is night and day different from what he was before.
The thing is though comedy in Star Wars can be done as long as they don't reinvent an established character, the comedy is natural and not forced. Such as not doing the 'your mama' joke in The Last Jedi.
I can easily see a smuggler, raider, soldier whoever have a humorous side.

Considering the Ewok and Droids cartoons exist the idea of random bullshit is pretty deeply rooted in Star Wars.
So long as he creates enough action figures and ship models to sell as toys I am sure they will let him do pretty much whatever he wants.
Everyone keeps bitching about Star Wars, who cares if some creative takes the property in a new direction?

Star Wars has a very serious problem: it's called "the OT". Every successful Star Wars film or show to date has used characters from it in some way.
Star Wars has this huge galaxy to play with and yet it feels small because we keep meeting the same people.
To my mind, we've never had anything that is truly new and if this franchise is going to be truly popular again that is what it needs to do.

What Star Wars needs is competent writers. ESB worked because it was mostly written by a professional who worked in the genre Star Wars was harking back to: serialized space opera. As such, it not only builds off of previous content, but includes 'hooks' for future episodes to build upon. It also introduces new and interesting characters, rather than always focusing on the same cast.

Star Wars would benefit in the movies to go away from the ST characters anyway. I am sure if a competent writer came along and used one or more of the ST characters no one would mind.
