All around I think TNG is the most interesting inclusive of Picard. Shatner's a magnificent actor, though I don't think Kirk's writing necessarily holds up by itself.
As far as Janeway, I think her arc was somewhat subtle but rather textured compared to anyone, save maybe Sisko who both started more subtle and went more extreme than Janeway.
She has an arc? She was all over the place on Voyager when it came to her personality.
If they do a show about her, what would they write about? Is it going to be a continuation of her character or would they do a self reflection of her choices sort of thing to call back to Voyager? What kind of Janeway are we getting?

Arc is probably a wrong word.
She had a disposition throughout the show that involved her doing anything necessary to put the ship before her own self. Following in theme, Picard always had the issue of wanting to join the away team while Riker supposedly doesn't want him to do that (at least in one of the first episodes). Janeway on the other hand was compelled to put herself on the line in the same manner in order to save the ship, and I remember it just being more brought up than Picard's disposition.
