I think the Gotham show in its forefront was great. I also really liked Pennyworth for its efforts.
I mean the issue is kind of a tautology because do they use the Joker because none of the other villains are as good or do they use the Joker because they don't want to give any of the other villains a chance? Hugo Strange was really good in Arkham City and Ra's Al Ghul was the Big Bad while Joker only had a reduced role. But we replaced Black Mask and made Arkham Knight a Joker product rather than see if they could handle the story on their own.
Mark Hamill is/was fantastic in all of them but I guess I feel the other rogues got sidelined.

It very much is circular logic. Other characters are not as interesting and I have this great idea for this clown and so for the clown it gets written, which makes him more interesting and the characters which got no spotlight get less interesting by proxy, which makes people and, especially, writers less interested in those other characters, rinse repeat ad nauseam.
It's the same with Dana in Batman Beyond. The writers who created her, lost interest in her because she got nothing interesting going. Yeahnoshit? You wrote her, FFS! It's funny how people come up with stuff for her to do and be and then you look at Max and go "Huh. So that's where all the interesting stuff intertwining her with Terry went."

I feel Joker was the main focus of City more than Knight. The investigation starts in just figuring out what Strange is even doing, but the transfusion is insanely more focused of a plot point. Then when it shifts to Penguin/Freeze/Al Ghul plots, that's still just a byproduct of the transfusion. It's only incidental that we see R'as again with Strange, and it pays off pretty sharply, but only before ending the story just as largely with Joker.

It's still the Joker in yet another Arkhamverse game after his death. I may have been annoyed with Origins making him the big bad after promising that Black Mask would be the big bad but at least they were upfront about him being in the game and we got a great level in the game out of it. But I have gotten annoyed because it honestly comes off like Rocksteady has no faith in their games if Joker isn't somehow involved.
I at least give them props that this is, from what I understand, a DLC Joker and not part of the main game but still this is ridiculous.
