Their was actually a star trek comic I read of that where the Enterprise D came to the planet, they were huge Federation fanboys and fangirls...
and that was a lie. They were STILL super into the mob life, and the leader of said planet? The little boy Kirk befriended, who never forgot Kirk promised him some action, and he wanted that action... by replicating the Enterprise D a hundred times over and invading the Federation and conquering it.

Science Fiction is a genre where anything can happen. Just make sure what happens is enjoyable for yourself and your audience.

Thing about it is they kept the mob aspects but tacked on the ToS uniform colors for gang colors. Meaning they did not switch ideology like they had with the book. Which begs the question. what were they like before the book?

And some random planet that didn't have spaceflight until recently is supposed to be able to not only build ships as powerful as the Galaxy class, but somehow make enough of them to outproduce a galactic federation spanning an entire quadrant? Too be fair, I think the problem is less they can defeat the Federation, and more they stole the Enterprise and could build a Galaxy class ship with it. I'm going with Kodos from The Conscience of the King. While Khan might be Kirk's arch-nemesis Kodos is the man who effectively created Kirk as we know him. Who showed just how easy life can be taken away from you, who no doubt killed several of Kirk's friends and only spared him because he was one of the few Kodos choose to spare.
He's such a fascinating and complex character who, I think, has a greater claim as Kirk's greatest villain then Khan because unlike Khan, Kirk wasn't able to save anyone Kodos killed, either directly or indirectly. He's a man who regrets his choices but spent his life running from them and making excuses for them, only trying to make amends at the end, when it was far to late and died before he could do so.

Garth from "Whom Gods Destroy" is one I'm honestly astonished neither Discovery or Strange New Worlds ever revisited. The Hero of Axanar whose deeds and tactics are required reading in Starfleet Academy and a hero to Kirk, after his prime but before he went mad. Especially since there's NOTHING established about Axanar beyond that including who the enemy was, they could fill in anything they want.

There's "Prelude to Axanar", a rather well made, fan-made "documentary"/movie about that general topic, involving several prominent Star Trek actors, like Tony Todd and J.G. Hertzler. Paramount will never ever touch that topic, due to the utter retardation that was the Axanar-Lawsuit.
