Perhaps I should have said that *Strong* AI is impossible in B5. They could have Roombas if they wanted, and there's the Vicker guy - but the whole point is that he *isn't* an actual person, or even a very good imitation of one.
Computers can't be people in B5, because they don't have souls. And worse, 'souls' are required for a bunch of First One tech to function. The technomage implants that give them their powers are grown out of the nervous systems of kidnapped lesser races - each one is the neuronal ghost of a murdered person.
