I do not consider a man who explains something to a woman in a way that she dislikes or glances at her breasts to be an act of hating women. There. I cannot get plainer than that. It is not meaningful to "male gaze" or "mansplain" because these things are meaningless.

I think the statement was using the rhetorical trick of stating the opposite so the reader can infer the privilege themselves.
