Not quite though - Anakin only just finished his own podracer during Ep1, he piloted another vehicle owned by Watto before that, so presumably the game takes place after the Jedi leave Tatooine without him and he just keeps being a racer. Things actually go a lot smoother for Palpatine all through the Clone Wars, but the Galactic Civil War goes multi-sided, he gets killed by Ahsoka before he can rein in all in, and by Disney time it's mainly sectarian Jedi wars.

Considering that, when a video of a fanmade Unreal 4 version hit the net, everybody started clamouring an actual remake of it... Yes, not only was is played, but it's also considered one of the best SW lincense games we ever got. I know I was pretty happy, when GOG version of the original was released.
